Due to the frightening power of mages, magic is heavily restricted in Severil. A license is required for any school of magic you want to cast, and conjuration and necromancy are both outright banned. Furthermore, mages are required to submit to a ritual where they get a rune placed on their back. If the command word for the rune is ever spoken by the caster, the mage loses all her power.
Many mages avoid this practice by being taught by wild mages, the name for spellcasters who manage to skirt around the law. So called because they live in the wilderness, wild mages are hunted by the templars. These mages must be careful to avoid civilization, for many citizens are afraid of magic and will tell the authorities where to find them. It is a solitary existence, but that is the price that these mages msut pay for their freedom
